Community-Based Rehabilitation Enhances the Functioning of General Disability Service Centers in Khon Kaen Province, Thailand
Abstract
Purpose: To identify factors that promote the functioning of general disability service centers in utilizing local resources and community participation.
Method: This study selected representatives from 13 general disability service centers in Khon Kaen province, Thailand. These representatives were sourced from local governmental organization, disability organizations, and hospitals, totalling 63 participants. They included local government, community representatives, persons with disabilities, and caregivers. Data collection was conducted through document analysis, in-depth interviews, and focus group discussions.
Results: The study found that there are 7 factors related to the operation of general disability service centers that incorporate the concepts and practices of CBR. These factors are: 1) Project manager or person in charge of the general disability service centers. 2) The proportion of community representatives in the management committee. 3) Networking within and outside the community. 4) Effective utilization of local resources. 5) Development of vocational knowledge and skills. 6) Efficient database management. 7) Public relations and communication with society.
Conclusions: General disability service centers can emerge and operate based on the community's efforts to rehabilitate the abilities of persons with disabilities. Community engagement is crucial in utilizing local resources to enhance the effectiveness of these centers. Therefore, policies and guidelines supporting factors related to this should be established to improve the operational efficiency of general disability service centers.
