Employability of People with Disabilities in the Northern States of Peninsular Malaysia: Employers’ Perspective

Abstract

Purpose: This study investigates employers’ perspective towards employing people with disabilities  in the northern states of Peninsular Malaysia. The research also endeavoured to identify factors that promote or hinder gainful employment of people with disabilities in Malaysia.

Method: The data was collected through postal questionnaires distributed to several types of industries in the northern region of Malaysia.

Results: The results indicated that most of the employers are in favour of employing persons with disabilities. However, very few have such enabling policies, or a mechanism to handle issues related to persons with disabilities, or a built environment which is fully accessible to persons with disabilities.  They are also concerned about the  ability of workers with disabilities to comprehend and follow orders, as well as the costs involved in employing and training them. These results imply that if employers  want to fulfil their intentions of recruiting persons with disabilities, a lot has to be done to employ and sustain them in their jobs.

Assoc. Prof. Dr. Tiun Ling Ta is attached to the School of Social Sciences, Universiti Sains Malaysia. He is  a trained Demographer and his areas of specialization are in Fertility, Age of First marriage, accessibilities for the disabled and High-rise residential management. He is a social activist and also a councilor of one of the local government. He was awarded the National Disabled worker Award from the Ministry of Human Resources (2002), Penang Disabled Person Award (2003) and also won the disabled person of the year award in 2005.

Lee Lay Wah, School of Educational Studies, Universiti Sains Malaysia

Assoc. Prof. Dr Lee Lay Wah is the Chairperson of the Special Education Program, School of Educational Studies, Universiti Sains Malaysia.  Her areas of specialisation are in dyslexia, special education and special education technology. She has developed ePKhas, the first special education web repository for Malaysia and eKodBraille, the first online multimedia tutorial system to teach Malay Braille to the sighted. She is also the recipient of two prestigious international fellowships: Erasmus Mundus Special Educational Needs (European Union) and Endeavour Malaysia (Australia). 

Khoo Suet Leng, School of Social Sciences, Universiti Sains Malaysia

Dr. Khoo Suet Leng is a Senior Lecturer at the Department of Development Planning and Management, School of Social Sciences, Universiti Sains Malaysia.  Her area of specialization is in education, training and human resource development.  Suet Leng has undertaken extensive research on human resource development in Malaysia’s formal as well as informal sectors.  She has presented her research findings in Malaysia, Australia, America and Japan.
